Dr Francisco Garonce
Francisco Garonce is Vice President of the National Institute for Road Safety Projects (INPROTRAN) and has been a Full Member of the National Traffic Council (CONTRAN) Chamber of Education since 2016.
A retired pilot from the Brazilian Air Force with nearly 5,000 flight hours, he brings extensive aviation safety expertise to the road safety domain. Dr. Garonce holds a Ph.D. in Education and Communication, with a postdoctoral specialisation in e-learning from the National Defense University (NDU) in the United States. His career has been dedicated to advancing safety in aviation and road transport.
During his tenure at the Ministry of Infrastructure, particularly within DENATRAN from 2016 to 2019, he was instrumental in implementing national traffic policy regulations, with a specific focus on toxicological examinations for drivers. He effectively translated aviation safety principles to the road transport context.
