Eng Luiz Otavio Maciel Miranda

Luiz Otavio Maciel Miranda is a Technical Consultant at the Brazilian Ministry of Health, working in the General Coordination of Violence and Accident Surveillance of the Department of Epidemiological Analysis and Surveillance of Non-Communicable Diseases, developing activities related to road safety legislation, road traffic injury prevention, alcohol and drugs for professional drivers and support for the decisions of the Ministry of Health in the National Traffic Council (CONTRAN).

Civil Engineer, Mathematics Teacher and Science Teacher Luiz Otávio Maciel Miranda is a Technical Assistant at the Traffic Department of the State of Pará - DETRAN/PA, Brazil– Technical Assistant (1983 to date; retirement in process), developing activities related to the technical support for the Director General, Directors, Managers and other staff members, analysis and evaluation of the implementation of national road safety legislation at the state and municipal levels, and training for traffic officers.

He was appointed as a Counselor to the Traffic Council of the State of Pará (CETRAN/PA), representing the Traffic Department of the State of Pará (2002 – 2009). He developed activities related to regulations and decisions at the state and municipal levels on road safety legislation and judgment of administrative appeals on traffic violations.

He was appointed as a Counselor to the National Traffic Council (CONTRAN) –representing the Ministry of Health (July 2010 to April 2014 and November 2016 to May 2019) developing activities related to the regulations and decisions at the national level on road safety legislation including national regulations on alcohol and drugs.

He worked as a Advisor at the Global Road Safety Partnership (GRSP) in Brazil, in the Bloomberg Initiative for Global Road Safety Program – BIGRS (2013 – 2014 and August to December 2015).

Since 2016, he has been attending the Sessions of the Global Forum for Road Traffic Safety (WP.1) of the United Nations Economic Commission for Europe (UNECE) as a Brazilian delegate, participating as a speaker in panels on alcohol and drugs and other topics on the WP.1 agendas.
