Dr Sjoerd Houwing
Dr. Sjoerd Houwing has been active in the field of impaired driving for more than 20 years. He started as researcher at SWOV, the Dutch Road Safety Institute, where he obtained his PhD on estimating the risk of driving under the influence of drugs, alcohol and medicines in 2013.
In 2017 he started as a senior product manager at CBR, the Dutch Driver License Agency, where he was responsible for the design and introduction of the national rehabilitation measure for drug driving offenders (April 2023). Currently, he is the head of the Research and Development team of CBR.
His research interests include characteristics of drunk driving offenders, trends in drunk and drug driving prevalence, clinical signs of drug driving impairment, alcohol interlock programs and educational rehabilitation measures to decrease recidivism rates of drunk and drug drivers.
Furthermore, he is a member of several working groups and expert panels in the field of drunk and drug driving, including a national expert panel that is involved in the exploration of the possible re-introduction of an alcohol interlock program in the Netherlands.
Finally, he was also a member of the local organizing committee of T2022 which hosted the 23rd ICADTS conference in Rotterdam in 2022 and he was Treasurer of the ICADTS board from 2018 to 2022. Recently, he is elected as Board Member-at-Large of ICADTS.
